Editor's Note : In light of § 422 of the District of Columbia Self-Government and Governmental Reorganization Act, P.L. 93-198, 87 Stat. 774, references to the "United States Civil Service Commission" have been replaced by references to the "District government merit system," the "D.C. Office of Personnel" or by "Department as appropriate. See §§ 103.2, 103.8(1), 103.13.
