Official Code §§ 42-3131.01 et seq.); Article III of Reorganization Plan No. 1 of 1983, effective March 31, 1983, D.C Official Code §§ 47-2828 and 47-2851.20; and Mayor’s Order 83-92, dated April 7, 1983
